Mind your credit score before you start choosing a credit card. Low APRs are available only for those who have good-to-excellent credit history. If your credit history fits this criteria, look at credit cards with low APRs, they also have cash advance privileges. However I wouldn’t recommend you to use credit cards as a cash source because cash advance fee and interest rate are steep.
